Anne Hidalgo visits Damrémont school that has benefited from Paris energy performance contract

The energy efficiency measures taken at this school form part of an 'energy performance contract' (CPE) that concerns 140 Parisian schools. This contract has been launched by the City of Paris and is financed by the local authority to the amount of  €84 million in the investment program planned for this term.


Today, the Mayoress of Paris, Anne Hidalgo, accompanied by her deputies, has visited Damrémont school in the 18tharrondissement with Isabelle Kocher, ENGIE Group CEO, and Benoît Clocheret, ARTELIA CEO.

The ‘CPE’ was awarded in March 2016 to an ENGIE Cofely (ENGIE Group) – ARTELIA Bâtiment & Industrie (ARTELIA Group) joint venture that was formed in response to a call for tenders[1]. In compliance with the specifications, ENGIE and ARTELIA committed themselves to lowering the schools' energy consumption by at least 30% on the basis of renovation work. A total of 42 schools have already been renovated. The work shall continue during the school holidays in 2017 and 2018.

The CPE is also part of the Paris Climate and Energy Action Plan, which was implemented in 2012 and whose two main aims are to reduce CO2 emissions by 30% and to reduce the energy consumption of municipal buildings by 30%. The renovation work, which is adapted to the specific architectural and thermal characteristics of each school, concerns:

  • the renovation of buildings: internal or external insulation, inspection of joinery, etc.;
  • the renovation of boiler rooms;
  • the installation of a remote smart energy performance monitoring and control system, thereby guaranteeing the optimal management of the energy used;
  • the use of innovative connected-object technology to facilitate the energy transition process and make the buildings smarter and less energy-intensive.

During the visit, Isabelle Kocher declared: “ENGIE is pleased to contribute to the Paris Climate and Energy Action Plan, through concrete solutions combining energy and digital technology. This contract is also aligned with the co-construction approach that ENGIE is adopting with all its clients”.

Benoît Clocheret added: « ARTELIA is proud to be part of this partnership with the City of Paris. We contribute notably to the design and the driving of works programs, and also to the energy performance measures. »

“The Energy Performance Contract of the City of Paris is unprecedented, innovative and far-reaching, following the ambitions of our Climate Energy Plan and the Paris Climate Agreement of December 2015. We are pleased that Parisian pupils are the first to benefit from it”, said Alexandra Cordebard, Deputy mayor of Paris for school affairs, Célia Blauel, Deputy mayor of Paris for Territorial Energy Climate Plan, and Jean-Louis Missika, Deputy mayor of Paris for town planning and architecture.

Guaranteeing the comfort of more than 21,000 pupils, teachers and municipal employees throughout the year is the project's primary requirement and is met by:

  • replacing the most dilapidated boilers;
  • fitting self-balancing valves to each radiator to homogenise the temperature within each area and ensure a comfortable temperature regardless of the circumstances;
  • installing temperature and presence sensors in each classroom and covered courtyard, so that only occupied premises are heated;
  • installing an on/off switch for the heating system in each classroom, so that the economy setting may be overriden and the comfort setting activated outside of the usual heating programme.

All of the building's controls (temperature setting and scheduled programme) are contained in a single connected system that lets the user manage the amount of energy consumed while ensuring the occupants remain comfortable.

Major works

For the 140 schools concerned, the extent of the work that shall be completed in 2018 can be summed up in a few figures. More than 1,600 energy performance measures will have been taken by the end of the works:

  • 52,000 m2 of joinery checked
  • 20,500 m2 of attic space insulated
  • 24 internal or external wall insulation operations
  • 53 boiler rooms modernised
  • 9,160 LED lights installed
  • 6,800 remote-controlled thermostatic valves fitted

For each school, work is scheduled to take place during and completed within a school holiday in order to minimise disruption to pupils and teachers.
